Commercial Post Construction Cleaning Services

Every commercial construction project goes through three distinct cleaning phases between framing and occupancy. The rough clean clears debris and prepares the space for finish trades. The fine clean handles detail work after paint, trim, and fixtures land. The turnover clean is the inspection-level pass that determines whether the owner accepts the building on walkthrough or sends the GC back to fix punch-list items.

Most cleaning vendors only do one of those phases well. The ones who quote a single line item for “post-construction cleaning” usually mean the final clean, and what gets delivered is a mop-and-vacuum pass that does not hold up to a punch-list inspection by the architect or the owner’s representative. The GC pays again. The schedule slips. The certificate of occupancy waits.

The Three Phases of Post Construction Cleaning

Every project benefits from a sequenced approach. We schedule each phase against the GC’s construction calendar so the cleaning lands at the right time, not after a sub has already worked dirty.

  • Phase 1:

Rough Clean

The rough clean runs after major construction is complete (drywall, framing, mechanical rough-in) but before paint, trim, fixtures, or flooring. Scope includes debris removal, dust extraction from rough surfaces, sweeping of all areas to prep for trades, and removal of construction packaging materials. Floors get a coarse pass to make them safe for the finish trades who arrive next.

The rough clean is the easiest phase to skip and the most expensive to skip well. A finish carpenter installing trim onto unwashed walls picks up drywall dust on every cut. A painter cutting in over construction dust gets bristle drag and finish defects. The rough clean’s job is to remove the dust before the next trade picks it up.

  • Phase 2:

Fine Clean

The fine clean runs after paint and trim are complete but before final fixtures land. Scope includes detailed surface cleaning of walls, ceilings, baseboards, trim, and architectural details. HVAC supply and return registers are vacuumed. Light fixtures are wiped and dust-extracted. Cabinet interiors are cleaned. Bathroom fixtures are scrubbed. Floor protection is reapplied where needed for the next trade.

This phase is what separates a clean handoff from a punch-list nightmare. Drywall dust hides on baseboards, behind cabinet kicks, and inside light fixtures. Joint compound residue lands on horizontal trim ledges. Paint splatter shows up on tile grout and door hardware. The fine clean catches all of it before final fixtures are installed and the access closes off.

  • Phase 3:

Turnover Clean (Final)

The turnover clean runs immediately before the owner’s walkthrough or certificate-of-occupancy inspection. Scope includes inspection-level cleaning of every surface, glass interior and exterior, fixture polishing, sticker and protective-film removal, floor finish, and a final sweep that brings the building to occupancy condition. Documentation is delivered to the GC and the owner’s representative.

This is the cleaning the architect, the owner, and the building inspector are walking. The standard is not “clean enough.” The standard is what the renderings showed.

Dust-Specific Cleaning, Because Construction Dust Is Not One Thing

Most post-construction vendors treat all dust the same. The reality is that different construction dust requires different cleaning chemistry and equipment.

Joint compound residue.

Sticky, water-softens but does not fully dissolve. Cleaning method: scraper for visible deposits, solvent wipe for residue, then HEPA vacuum.

Paint splatter

Composition-dependent. Latex: damp scrape and wipe. Oil-based: solvent and scraper. Cured paint: mechanical removal with care for the underlying surface.

Adhesive residue from protective films

Solvent-based remover, applied with careful surface protection. Many surfaces (anodized aluminum, laminate countertops, painted wood) are damaged by aggressive solvents.

Sticker and protective-film removal

Razor scraper for glass and hard surfaces. Heat gun for tougher residue. Solvent finish to remove adhesive haze.

Drywall dust

Fine, water-soluble, settles into every crevice. Cleaning method: HEPA-filtered vacuum extraction first, microfiber wet-wipe second. Drywall dust dissolves in water, so a damp microfiber lifts what the vacuum missed

Sawdust

Coarser, not water-soluble, sticks to surfaces with static. Cleaning method: HEPA vacuum primary, no water (water locks sawdust to wood surfaces and creates a paste). Compressed-air assist for tight crevices.

Concrete dust

Heavy, contains silica, regulated under OSHA 1926.1153 respirable crystalline silica standard. Cleaning method: HEPA vacuum with appropriate filtration, never broom or blower (creates respirable silica exposure). Power scrub for sealed concrete floors after vacuum.

We bring the equipment and chemistry sized to each dust type. Crews carry HEPA-filtered backpack vacuums, microfiber systems, scraper kits, and solvent supplies appropriate for the surface. The cleaning is matched to the dust, not to a flat-rate per-square-foot model.

OSHA 1926 and LEED Documentation

Commercial construction projects operate under OSHA 29 CFR 1926, the construction industry safety standard. This is different from OSHA 1910 (general industry) that covers facility maintenance work. Post-construction cleaning crews on active job sites are required to follow 1926 PPE, fall protection (Subpart M), hazard communication (Subpart D), and respiratory protection (Subpart E) requirements.

Star’s post-construction crews carry OSHA 30 training certifications, site-specific PPE matched to the construction phase (hard hats, safety glasses, hi-vis, respirators when warranted), and documented hazard communication training. We coordinate with the GC’s site safety officer on every project and follow the GC’s written safety plan.

For LEED-certified construction projects, IEQ Credit 3.2 (Construction IAQ Management Plan, Before Occupancy) requires documented cleaning protocols before final occupancy. Specifically, the standard requires:

  • Replacement of HVAC filters used during construction with new MERV 13 or better filters
  • Two-week minimum building flush-out at full design ventilation rate before occupancy, OR baseline IAQ testing before occupancy
  • Documented cleaning of all surfaces with HEPA-filtered vacuum extraction
  • Removal of all construction-related particulate before HVAC operation at occupancy

We provide the documentation package required for LEED IEQ Credit 3.2 submission. The GC’s LEED consultant gets photo evidence of cleaning protocols, materials and chemistry log, HEPA filtration certificates, and signed cleaning completion records. Most post-construction cleaning vendors do not provide this documentation; we treat it as standard for LEED projects.

Subcontractor Coordination and the Critical Path

The biggest operational concern for a GC is not the cleaning itself. It is whether cleaning lands on the schedule without disrupting subs who are still working.

We work the GC’s three-week look-ahead schedule. Crews are sized to hit the cleaning window without spilling into the next trade’s work day. When the schedule changes (and on commercial construction, it always does), we adjust the same week without renegotiating the contract.

Specific coordination protocols:

  • Pre-job meeting with the GC's superintendent before mobilization on each phase
  • Daily check-in with the site supervisor during active cleaning
  • Coordination with electrical, mechanical, and plumbing subs on access and de-energization
  • Coordination with flooring subs on protection and timing of carpet, tile, or VCT installation
  • Punch-list cleanup on day-of-walkthrough at the architect's or owner's request

Most cleaning vendors disappear after the cleaning. We stay available through certificate of occupancy in case the punch list pulls in additional cleaning items.

When Cheap Post Construction Cleaning Costs You More

Post-construction cleaning is one of the easiest specialty services to underestimate. The shortcuts cascade.

Some vendors quote single-phase work as if it were a complete job. The result: rough debris removed, but dust still embedded in fixtures, baseboards, and HVAC. The owner’s walkthrough finds it. The GC eats the rework cost.

Some skip HEPA vacuum extraction and use brooms or blowers as the primary method. Brooms re-airborne the dust and lock silica particles into worker breathing zones (an OSHA 1926.1153 violation in active construction). Blowers move dust into HVAC return air, where it embeds in ductwork and shows up after occupancy. The owner pays a duct-cleaning vendor six months later to fix it.

Some skip the LEED documentation when the project requires it. The GC’s LEED consultant requests records that do not exist. The credit submission gets pushed back, certification timing slips, and the owner’s bonus payment to the GC for hitting LEED gold or platinum gets delayed.

Some send crews without OSHA 30 training onto an active construction site. The GC’s safety officer flags it. The crew gets ejected. The cleaning misses its window. The schedule slips.
