What Is Actually Accumulating Up There
A commercial ceiling structure collects whatever the air below it carries. In a manufacturing facility, that includes process particulate, oil mist, and combustible dust generated by cutting, grinding, milling, or grain handling. In a distribution warehouse, it is forklift exhaust residue, packaging fiber, and outdoor particulate that settles after every dock door cycle. In a school gymnasium or church sanctuary, it is skin cells, fabric fiber, and dust pulled in by HVAC return air. The composition varies by facility. The buildup pattern does not.

The first sign of trouble is usually one of three things. Dust visible on the upper edge of a beam from ground level. OSHA Fall Protection and Why Your Team Should Not Be Doing This
OSHA 29 CFR 1910 Subpart D regulates walking-working surfaces in general industry, with the threshold for fall protection set at 4 feet above a lower level. The standard requires guardrails, personal fall arrest systems with anchor points rated to 5,000 pounds per worker, or safety nets. It also requires trained inspection of equipment, documented training records, and a written rescue plan for the worker hanging in the harness if a fall happens.
Most facilities do not have any of that for their maintenance staff. Sending an in-house team up a ladder, a forklift platform, or a rented scissor lift without OSHA-compliant fall protection creates three exposures:
- OSHA citation risk: Subpart D violations are among the most-cited in general industry. Penalties run from $16,500 per other-than-serious citation to $165,000 for willful or repeat violations.
- Workers' comp denial: A fall claim where the employer did not provide compliant fall protection and documented training is often denied, and the employee sues directly.

NFPA 654 and Combustible Dust Risk

- For industrial facilities handling combustible solids (grain, sugar, plastics, metals, wood, certain pharmaceutical compounds), the National Fire Protection Association standard NFPA 654 specifies that dust accumulation greater than 1/32 of an inch on overhead surfaces represents a fire and explosion hazard. The 1/32-inch threshold is approximately the thickness of a credit card.
- The combustible-dust pathway is well-understood. Process activity generates fine dust. The dust accumulates on overhead surfaces. A primary event (a small fire, a hot bearing, an electrical fault) lofts the accumulated dust into the air. The lofted dust ignites in a secondary explosion that does most of the damage. The secondary event is what kills people.
- NFPA 654 specifies regular cleaning of accumulated dust on a frequency tied to the rate of accumulation. For most combustible-dust facilities, that translates to quarterly inspection and cleaning of all surfaces above 4 feet, plus immediate cleaning when accumulation reaches the 1/32-inch threshold.

When Cheap High Dusting Costs You More
High dusting is one of the easiest specialty services to do badly because the buyer cannot see the work from the ground. Some vendors take advantage of that.
Some use blowers as the primary method. The blower moves dust off the ceiling and onto the floor, into HVAC return air, and onto everything in the room. Within 48 hours, the floor and equipment are coated. The vendor leaves; the facility looks worse than before. Blowers have a place in spaces being demolished. They do not belong in operational facilities.
Some skip floor protection. The crew goes up, dust falls, and the resulting cleanup of the floor finish, equipment surfaces, and product is the customer’s problem.
Some send technicians up without OSHA-compliant fall protection. The work gets done. Then a workers’ compensation claim arrives months later from an employee who fell on a different job, and the insurance carrier asks the customer’s facility manager about the vendor’s safety program.
Some do not document accumulation depth or post-clean condition. The work is invisible from the ground. Without documentation, there is no auditable record for OSHA Combustible Dust NEP inspections, insurance claims, or internal compliance audits.
